The official Code of Conduct of the South African Police Service was introduced on 31 October 1997. The Code of Conduct is a written undertaking which each member of the South African Police Service is obliged to uphold, in order to bring about a safe and secure environment for all people of South Africa. Every member of the South African Police Service must make the Code of Conduct part of their code of life, principles and values.

2010/2011 OPERATIONAL PLAN for the FIGHT AGAINST CRIME
By the late 1990s it had become clear that Community Policing was not living up to expectations as far as fighting crime was concerned.
In this regard, South Africa was not alone.
Research in countries such as the United States and the United Kingdom found that community policing made little or no impact on levels of crime (Maroga, 2003: 13). Its only real contribution was in the enhancement of police legitimacy, something that this country and the police at the time clearly needed. Now, although a high level of legitimacy should always be a priority, the main aim with closer community, police cooperation is to fight crime more effectively. For the police, this meant a search for an alternative to community policing.
In 1996 Sector Policing was once again briefly mentioned in the National Crime Prevention Strategy (NCPS) as an operational strategy to addressing political violence in KwaZulu-Natal. In this case, the term Sector Policing was used without being defined to describe the deployment of police officials to affected areas. During 1998, and based on a combination of international practices, the concept of Sector Policing was developed specifically for South African conditions and piloted in the Johannesburg Police Area www.csvr.org.za/papers/papnwhm9.htm/
It contains elements of community policing but is more practical and more focused. In 2003 a Draft National Instruction was circulated within the South African Police Service (SAPS) to guide the implementation of this concept.
This was followed in 2005 by an excellent Draft Policy Document on Sector Policing that, for some reason, was never approved. Based on the above policy document, the SAPS Strategic Plan (2005-2010:36) states that Sector Policing is the main focus area of the SAPS approach to the normalising of crime and is based on the following pillars:

Phase Two: Appoint Sector Commander and Sector Team
Phase Three: Compile a Sector Profile
Phase Four: Establish Sector Crime Forum (SCF)
Phase Five: SCF Activities
The concept of Sector Policing and the national instruction regarding this subject is the foundation on which our 2010/2011 operational plan will be based. We are of the opinion that although many might see this as a concept that has failed to come to fruition, we believe that with proper understanding and knowledge of the subject, we will be successful.

The station is currently seen and observed to be radically changing towards positivism, professionalism and improving on Service Delivery.
The constant crime reduction bares testimony to the above.
Partnerships with other stakeholders particularly government departments, is very acceptable.
The station generally still requires empowerment in terms of Human Resources in order to complete tasks efficiently as expected e.g M.I.C, CSC, CPU and Detectives.
For us to achieve the desired future i.e have a secure environment for all in Midrand Policing precinct, we will have to improve the following :
Identify training needs of personnel and train them according to skills requirements.
Develop better relations with the community through continued partnerships in CPF Structures, crime related projects, such as those listed under the Business Plan.
Reducing the level of crime by engaging community Business combating efforts e.g Business against crime, and doing follow ups.
Increasing solving rate of Priority Crimes by monitoring and doing follow ups.
Conduct continuous communication with Unit Commanders in an attempt to better good working relations, sound communication and team building.
Boosting the low morale of members by appraising member for job well done and giving proper guidance in times of need.
The Operational Area covers about plus minus 142 square metre radius with approximate Population figure of 230 000 according to the last previous 1991 Census Statistics released by Statistics South Africa.
The Midrand Area is predominantly urban, with 1/5 of Area being semi urban.
STATION AREA SIZE
The Station is operating in a very large area which is developing further daily and is now divided into 5 manageable Sectors of which each Sector is managed by its Sector Manager.
The division enables every corner of the area to experience Police Visibility even though not yet enough at all times.
